An association of domestic content delivery providers ( CDN) may appear in Russia. The State Duma has put forward such an initiative. The exact format of the work has not yet been decided, one of the ideas is the creation of an industry association. It is assumed that it will include the largest market players who have already expressed interest in the initiative. Market experts interviewed by RSpectr believe that this will allow them to receive preferences for development.
RUSSIAN CDNs MAY UNITE
The initiator of the idea, Deputy Chairman of the State Duma Committee on Information Policy Anton Gorelkin, proposed that the Ministry of Digital Development create a national content delivery system (CDN). He reported this in late December on his Telegram channel. Anton Gorelkin told RSpectr that the creation of the association will give content writing service Russian digital services the opportunity to compete more confidently with foreign analogues. The deputy is confident that the activities of the association will satisfy the main request of users - to correct the slowness of many Russian social networks and services. CDN is a network of servers that large online platforms with large audiences place as close as possible to end users. It speeds up the process of loading web pages of high-load applications. CDN "brings" content "closer" to the end user by installing geographically distributed multi-service (EDGE) servers.

Leading consultant of iKS-Consulting Stanislav Mirin told RSpectr that associations are usually created by market participants, not the state, since this is "an element of self-regulation of the industry, defending rights in government agencies, developing internal corporate standards for industry participants." The creation of associations is aimed, in particular, at obtaining preferences from the state, which, in the expert's opinion, may become one of the goals of the emergence of a new association.
As an example, he cited the activities of the Association of Participants in the Data Processing Center (DPC) Industry, which seeks benefits for connecting to electricity, preferences in the approval of land plots for the construction of DPCs, and the possibility of obtaining licenses for the operation of DPCs, and not as a communications operator.
The expert noted that Russian CDN providers are currently receiving a license from the Ministry of Digital Development for telematic communication services. The business of CDN providers is to agree on the placement of servers in the data centers of points of presence, and negotiations are also underway with operators on communication channels. In addition, data caching algorithms are needed to optimize the distribution of content, the expert believes.

– Traffic optimization algorithms are usually CDN providers’ own developments and know-how. In this sense, the algorithms and frequency of Russian providers’ points of presence were no worse than foreign ones. Foreign networks are usually partner networks, i.e. points of presence outside Russia do not belong to domestic CDN providers. An exception may be in the CIS countries.
